Policy on Student Use of Personal Communication Devices
The Seneca East Board of Education has approved an updated policy on student use of Personal Communication Devices (PCDs) to support focused, respectful, and safe learning environments. This PCD Policy change is in accordance with Ohio Revised Code 3313.753, enacted through House Bill 96, which requires all school districts to adopt, by January 1, 2026, a policy prohibiting student cell phone use during the instructional day.
Students may not use or possess PCDs (such as cell phones, smartwatches, and similar devices) during the instructional day, from the first bell to the last bell. All devices must be stored in lockers, at home, or in vehicles during this time.
When Use is Allowed
PCD use is permitted only in specific circumstances, including:
For learning purposes or to monitor/address a health concern (with approval)
As required in a student’s IEP or 504 Plan
As permitted under the District’s emergency management plan
During after-school events, extracurricular activities, or while riding in school vehicles (if not causing distraction or unsafe conditions)
Prohibited Uses
Regardless of location or time, students may not use PCDs to:
Violate privacy (e.g., in locker rooms, restrooms, or other private settings)
Record, photograph, or transmit images/audio without consent
Bully, harass, or intimidate others (including sexting)
Cheat or share academic information during school hours or events
Access blocked websites on school property or at school-sponsored events
Violations will result in the following consequences:
First Offense – Phone will be confiscated. The student may pick it up in the office at the end of the school day.
Second Offense – Phone will be confiscated. A parent/guardian must pick it up in the office.
Third Offense – Student will receive an In-School Assignment.
Fourth Offense – Student will receive an Out-of-School Suspension.
In cases involving illegal activity, law enforcement may be contacted.
This policy is designed to help students stay engaged with classmates, teachers, and learning throughout the day. It reduces distractions, promotes respectful interactions, and protects the privacy and safety of everyone at school. Parents/guardians who need to reach their child during the school day should call the school office directly.
